Abstract

Bestehende Konzepte für Naturschutzgebiete haben im Wesentlichen das Ziel des Schutzes einzelner Arten und spezieller Flächen. Im Gegensatz dazu werden durch neue umwelt- und raumplanerische Konzepte wesentlich größere Areale erfasst. Dabei kommt es insbesondere zu räumlichen Konfliktsituationen, wenn die Verfolgung von ökonomischen Interessen erst durch eine aktive Nutzung von Natur möglich ist. Die Arbeit systematisiert die Gesamtheit der Nutzungsinteressen und definiert eine Gruppe mit einem hohen Konfliktpotenzial. Jene Eingriffsinteressen werden anhand eines Analyserasters in Hinblick auf ihre ökologischen, sozialen und ökonomischen Auswirkungen bewertet. Mittels zusätzlicher Einflussgrößen sowie der Festlegung von Nachhaltigkeitsgrenzwerten können Abwägungsentscheidungen zwischen unterschiedlichen Projektformen getroffen werden. Die Arbeit wird mit einem Fallbeispiel für die Region Wesermarsch abgerundet, welche die Funktionsweise des Konzeptes illustriert.

Existing concepts for nature conservation are developed mainly in order to protect single species and special areas. In contrast to this, new concepts of environmental and spatial planning cover more substantial space. Situations of conflicts may appear especially, if economic interests are reliant upon the intensive use of nature. This thesis systemizes the entirety of spatial interests and defines a group, which are characterized by a high potential of conflicts. Those spatial projects are to be evaluated by an analyzing-grid in view of their ecological, social and economical impacts. By means of additional explanatory variables as well as limiting values regarding sustainability the basis for a trade-off between different spatial objectives is given. The thesis closes with a case example for the region Wesermarsch in order to illustrate the workings of this concept.
