Abstract

Das Ziel der vorliegenden Dissertation war die Konzeption einer ökonomischen Evaluation im Bereich von Unterstützungsleistungen für Menschen mit Behinderung und deren prototypische Anwendung auf die Subjektfinanzierung. Das Forschungsdesign wurde als explorative multiple case study angelegt. Mit dem Konzept des Wohlergehens nach dem capability approach wird ein konzeptionell starker Gegenwert entworfen, der normativ unterlegt ist und den Umwandlungsprozess von Geldern in Unterstützungsleistungen für ein gutes Leben in den Fokus rückt. Aus der prototypischen Umsetzung der ökonomischen Evaluation resultiert für die Subjektfinanzierung im Vergleich zur Objektfinanzierung kein besseres Kosten-Wohlergehen-Verhältnis. Dieses wie weitere Ergebnisse werden in Bezug auf die Durchführung einer ökonomischen Evaluation als auch auf die Umsetzung der Subjektfinanzierung kritisch diskutiert.

Individualized Funding and Disability: Cost factors and consequences on wellbeing. Conception and Prototypical Implementation of an Economic Evaluation from a Special Education Perspective.

The aim of this research was to design an economic evaluation in the area of support services for people with disabilities and its prototypical implementation to individualized funding. The research design was an exploratory multiple case study. According to the capability approach, the concept of well-being a conceptually strong consequence is designed that is normatively underpinned and focuses on the process of converting money into support for a good life. The prototypical application of economic evaluation does not result in a better cost-welfare ratio for individualized funding compared to financing institutions. These and other findings are critically discussed with regard to the implementation of an economic evaluation as well as the implementation of individualized funding.
