Abstract

Das Fachkonzept der Sozialraumorientierung (SRO) war und ist in vielen Reformprojekten der Kinder- und Jugendhilfe in Deutschland, nicht zuletzt in den Hilfen zur Erziehung (HzE), ein zentraler Bestandteil. Viele Kommunen greifen bei der Gestaltung der Jugendhilfe sozialraumbezogene Handlungsansätze auf, um durch Netzwerkbildung und Kooperation eine bedarfsorientierte soziale Infrastruktur auf- bzw. auszubauen. In Hamburg werden sozialräumliche Angebote seit mehreren Jahren aufgebaut und beständig ausgeweitet. Die Begleitforschung des Hamburger Programms „Sozialräumliche Angebote der Jugend- und Familienhilfe“ (SAJF) fokussierte insbesondere die Steuerung, Umsetzung und bisherige Zielerreichung des Programms, um Weiterentwicklungspotenziale und Handlungsempfehlungen zu identifizieren. Die Begleitforschung der Carl von Ossietzky Universität Oldenburg und der Martin-Luther-Universität Halle-Wittenberg wurde im Zeitraum Juni 2017 bis Dezember 2020 durchgeführt. Die Förderung der Begleitforschung erfolgte durch die Behörde für Arbeit, Gesundheit, Soziales, Familie und Integration (Sozialbehörde) der Hansestadt Hamburg und die Bertelsmann Stiftung. Die Erhebungen fanden im Bezirk Hamburg-Mitte statt und basierten sowohl auf quantitativen als auch auf qualitativen Forschungsmethoden. Die Begleitforschung nahm sowohl die Sichtweisen der Akteur*innen auf der Steuerungs- und Handlungsebene des öffentlichen Trägers und der Angebotsträger als auch die Bewertungen der Nutzer*innen sozialräumlicher Angebote in den Blick. Die Befunde der Begleitforschung werden in einem Abschlussbericht zusammfassend vorgestellt.

The specialized concept of socio-spatial orientation was and is a central component in many reform projects of child and youth welfare in Germany, not least in the help for upbringing. Many municipalities take up socio-spatial approaches in the design of youth welfare services in order to establish or expand a needs-oriented social infrastructure through networking and cooperation. In Hamburg, socio-spatial services have been established and continuously expanded for several years. The accompanying research of the Hamburg program "Sozialräumliche Angebote der Jugend- und Familienhilfe" (SAJF) focused in particular on the control, implementation and achievement of the program's goals to date in order to identify further development potential and recommendations for action. The accompanying research by Carl von Ossietzky University Oldenburg and Martin Luther University Halle-Wittenberg was carried out in the period from June 2017 to December 2020. Funding for the accompanying research was provided by the Ministry of Labor, Health, Social Affairs, Family and Integration (Social Authority) of the Hanseatic City of Hamburg and the Bertelsmann Foundation. The surveys took place in the district of Hamburg-Mitte and were based on both quantitative and qualitative research methods. The accompanying research focused on the views of the actors at the level of control and action of the public agency and the service providers as well as on the assessments of the users of socio-spatial services. The findings of the accompanying research are summarized in a final report.
