Abstract

Die vorliegende Dissertation ist eine vergleichende Arbeit und hat sich zum Ziel gesetzt, die Frage zu klären, ob es einen Zusammenhang zwischen wirtschaftlicher Entwicklung und Stabilisierung von politischen Systemen und Parteiensystemen gibt. Die vergleichende Untersuchung erfolgt am Beispiel der baltischen Länder Litauen, Lettland und Estland und die Klärung der Frage ob es sich bei ihnen um konsolidierte Demokratien handelt. Es ist eine 'Area-study'. Die theoretische Grundlage bilden die Transformations- und Demokratietheorien. Bezug genommen wird auf den akteursorientierten Ansatz der Transformationsforschung und den minimalistischen Demokratieansatz. Die Schwerpunkte liegen auf Estland und der Parteienfinanzierung in den baltischen Ländern. Für die Arbeit wurden die Aspekte Wahlen, Parteiensysteme, Parteienfinanzierung, politische Kultur, Konfliktlinien, Korruption und makroökonomische Indikatoren berücksichtigt. Im Ergebnis konnte gezeigt werden, dass die staatliche Parteienfinanzierung positiv auf die Stabilisierung von Parteiensystemen in Transformationsstaaten wirken kann und es keinen zwingenden Zusammenhang der Stabilisierung von Parteiensystemen und wirtschaftlichen Wachstum gibt.

This doctoral thesis is a comparative study and aimed on the question of the link of economic growth and the consolidation of political systems and party systems. The comparing analysis is focused on the Baltic states Lithuania, Latvia and Estonia and the question if these countries could be called consolidated democracies. It is an area study. The theoretical background are the theories of the transitional and democracy theory. The analysis is related to the actors oriented and minimalistic approach according to transitional and democracy theory. The focus lies on Estonia and the political finance in the Baltic states. Following aspects are included: Elections, party systems, political finance, political culture, cleavages, corruption and macroeconomic indicators. As a result, the study could show positive relations between state subsidies and the consolidation of party systems and that there is no obvious relation between the consolidation of party systems and economic growth.
