Abstract

Zentrale Fragestellung der Dissertation ist anknüpfend an die internationale Debatte um Urban Underclass und Exclusion, ob es auch in der Bundesrepublik aufgrund der Arbeitsmarktkrise und sozialräumlichen Segregationstendenzen zu Ausgrenzungsprozessen (verstanden als mehrdimensionaler Prozeß) kommt und ob Ausländer aufgrund ihrer unterdurchschnittlichen Situation auf dem Arbeits- und Wohnungsmarkt davon besonders betroffen sind. Eine sekundärstatistische Analyse zeigt Ausgrenzungsprozesse (prekäre Beschäftigung, Arbeitslosigkeit, Armut) auch bei den länger ansässigen Migranten und der zweiten Generation. Das Fallbeispiel Hannover zeigt, daß v.a. in den Vierteln des sozialen Wohnungsbaus die Situation problematisch ist, weil kaum Kompensationsmöglichkeiten für Ausgrenzungsprozesse aus dem Arbeitsmarkt vorhanden sind. Gerade in diesen Vierteln deutet sich für die hier Aufgewachsenen ein Spannungsverhältnis von gelungener normativer Integration (Orientierung an hiesigen Standards) und mangelnder sozialstruktureller Integration an.

The central dissertation question is, according to the international debate on Urban Underclass and Exclusion, whether also in Germany the crisis of the labour market and increasing spatial segregation of people with low income will bring about processes of exclusion (understood as multidimensional process) and if foreigners will be especially affected because of their position below average on the labour and housing market. A secondary statistical analysis shows processes of exclusion (precarious job situation, unemployment, poverty) even among those migrants who live in Germany since a long time and the second generation. The casestudy Hannover shows that mainly in the districts of public housing the situation is problematic because there are nearly no possibilities of compensation for processes of exclusion out of labour market. Particularly in these districts for the second and third generation a tension seems to be created between successful normative integration (orientation according to standards of Germany) and inadequate social structure integration.
