Abstract

Eine Zäsur im Modernisierungsprozess der Jugendhilfe stellen die Strukturmaximen der Hilfen zur Erziehung auf der Rechtsgrundlage des KJHG dar. Zur zentralen Kategorie wird die Lebensweltorientierung. Mit ihr wurde der Suchtmittelkonsum von Jugendlichen zum Thema der öffentlichen Erziehung. In der Suchtprävention steht dabei die Förderung psychosozialer Gesundheit im Vordergrund. Suchtpräventive Konzepte bedürfen dazu einer entwicklungs- und gesundheitspsychologischen Fundierung. Die suchtpräventiven Strategien finden sich in der Praxis der Jugendhilfe in einem psychologisch fundierten und sozialpädagogisch motivierten Bildungsverständnis. Die Effizienz derartiger Konzepte beruht auf der Beziehung als basaler Erfahrung. Lebensweltorientierung meint hier einen Ansatz von Bildung im Kontext sozial erzeugter Selbst- und Weltentwürfe und eine Nähe zu gemeindepsychologischen Konzepten. Unter ökonomischen Aspekten ist die Lebensweltperspektive auch der Schutz effizienter, emotional überschaubarer Beziehung vor institutionellen Verhältnissen und ihres Aufgehens in einem administrativ determinierten Sozialraumkonzept.

The guiding principles of educational assistance founded on the legal basis of the KJHG represent a highlight in the process of the modernisation of youth aid. Social setting has become a central category. With it drug use of juveniles became a concern of public education. Preventing addiction is well to the fore in the advancement of psycho-social health. Concepts of preventing addiction require a foundation in developmental and health psychology. Prevention measures in the youth aid must be founded on psychological foundations and pedagogically-based conceptions of education. The efficacy of such conceptions is based on relationships serving as a source of basic experience. Orientation in one's personal environment means a concept of education in the context of socially constructed notions of self and world and needs to be connected with community psychology. Seen from an economic perspective, orientation in one's personal environment is also the protection of an efficient, emotionally comprehensive relationship from administrative influences in a controlled social environment.
